Rob Pierce
Board President
Rob is the Board President of PSRE and was appointed Chief Executive Officer of CSAC Finance Corporation in January 2026, following a successful tenure as Chief Operating Officer. He brings over 25 years of experience in public business administration and legislative advocacy, including service as Deputy Superintendent of Business Services for the Elk Grove Unified School District — the fifth largest school district in California with an annual budget exceeding $1 billion. Rob has been responsible for numerous public real estate acquisitions and dispositions, land use designations, Eminent Domain, easements, real estate leases, resource master planning, asset management, and billions of dollars of public real estate and facility financings.
Christy Higgins
Director of Operations
As a Real Estate Broker Associate for over 10 years, Christy has provided clients with advice and guidance on buying and selling property and managing the entire process from start to finish. She excels at the analytical side of real estate, providing research and analysis of market trends and conditions to determine best strategies for clients. Her attention to detail has been especially useful in navigating the hurdles of real estate transaction management. She has spent 15 years managing day-to-day business operations and ensuring the efficiency of business procedures, bringing these skills to CSAC Finance Corporation as Director of Operations and more recently to Public Square Real Estate, Inc.
John Kaufman
Senior Director, Capital Markets
During his 25-year real estate career, John has facilitated numerous land and investment transactions throughout California and Nevada. John joined Cushman & Wakefield's Capital Markets team in Sacramento in 2021, after leading Kaufman Properties, Inc., a commercial brokerage and land development firm based in Sacramento. He is the Northern California market platform leader for Cushman & Wakefield's Land Advisory Group, and has represented numerous public sector agencies, land developers, and investors in the acquisition and disposition of commercial real estate and land properties throughout California and Nevada.
